It means "When (the) women talk, the world shuts up."
That just seems like a really odd thing to say and I'm not sure how to interpret it. I mean, if they wanted to say "the world listens", why not just say that? ("el mundo escucha.") Weirdness.
Weirder still though was where it came from. It was in a taco-shaped cookie. Like if you took a fortune cookie, shaped it like a taco, flattened it, and wrapped it up like two club crackers that come with your soup, that's what it was inside. At Taco Tico. Since when is this a Hispanic tradition? I've heard of fortune cookies at Asian restaurants, but a fortune taco? Weird. Is this a result of the disproportionate number of non-Hispanic people working at taco tico? Should I expect Muslim propaganda in my sancho soon?
In other news, my transmission mechanic agreed to accept a post-dated check. This is good for any number of reasons, not the least of which include my being able to sleep in later due to Tandra not having to drop me off before going to her new job, my ability to take my car (which has a stereo, unlike Tandra's) to Lawrence Thursday, and my ability to go home at lunch and a) eat free lunch and b) let the dog out. So that's good, I suppose.
